‘UN 38.3 certified’ is often used as shorthand, but a procurement team needs a more precise check: does the evidence cover the exact cell type being purchased, under the applicable edition, and does the planned shipment meet the separate packaging, marking, documentation and carrier rules?
1. What Section 38.3 does—and does not—cover
The UN Manual of Tests and Criteria, Part III, subsection 38.3 sets out transport-related tests and criteria for lithium cells and batteries. The sequence addresses conditions such as altitude simulation, thermal exposure, vibration, shock, external short circuit, impact or crush, overcharge where applicable, and forced discharge where applicable.
Passing the applicable test sequence concerns a defined cell or battery type. It does not by itself select the correct dangerous-goods entry, packaging instruction, quantity limit, mark, label, transport document or carrier service for every shipment. Those decisions depend on product configuration, condition, mode, route and current regulations.
2. Match the evidence to the exact product identity
Begin with the purchase-order identity: manufacturer, complete model or type designation, lithium chemistry, physical form, nominal voltage, rated capacity or watt-hour rating, mass and key construction description. Compare those fields with the test summary and supporting report reference. A similarity such as ‘CALB 314Ah LFP’ is not enough when multiple generations or model codes may exist.
Check whether the test summary covers a single cell, a battery, or an assembly configuration. A cell-level result does not automatically become evidence for a newly designed module or battery. Record how the supplier maps the product label and controlled drawing to the type named in the evidence.
3. Read the test summary as a traceability document
The UNECE requirements specify a standardised test summary containing identity and traceability information. Procurement teams should check that the provided summary is legible, internally consistent and available for the applicable product. The exact administrative fields should be checked against the edition and amendment governing the shipment.

4. Changes can break the assumed coverage
Do not treat a report as permanently transferable to anything sold under a familiar product name. Changes in design, construction, cell or battery configuration, mass, key components or manufacturing conditions may affect whether the tested type remains the same or requires additional testing. The precise determination should be made against the applicable rules and competent transport advice.
For supplier control, require change notification and keep the model drawing revision, test-summary revision and shipment label in one record. If the offered cell comes from a different factory or has a revised model suffix, ask for an explicit written mapping rather than assuming equivalence.
5. Add a shipment-level gate before dispatch
After product evidence is accepted, perform a shipment check for the actual lane. Confirm whether cells are shipped alone, packed with equipment or contained in equipment; their state and condition; mode of transport; package quantity; packaging specification; marks and labels; documents; and carrier booking requirements. Damaged, defective, prototype or waste cells can require different treatment.
Regulations and carrier procedures change, so the shipping party should verify the current requirements for the shipment date and route. The UN 38.3 file is an input to that decision, not the whole decision. Keep the final classification and packing instruction with the shipment record.
- Exact cell model and quantity match the commercial documents.
- Test summary and report mapping have been reviewed.
- Packaging, marks, labels and documents match the current mode and lane.
- Carrier or forwarder has accepted the declared cargo before pickup.
- Exceptions, damaged goods and prototypes have been separately assessed.
6. A useful procurement record
For each offered model, maintain a simple evidence index: controlled datasheet, drawing revision, product label image, test summary, supporting report reference, safety data where requested, supplier declaration and last verification date. Add an owner and expiry or review trigger. This makes a later model substitution or repeat shipment much easier to assess.
